Dos miradas sobre la implementación de cámaras abordo

Desde distintos lugares y con ópticas contrapuestas, el presidente de Cepa, Oscar Fortunato, y el secretario general de la Asociación de Capitanes, Jorge Frías, analizaron la iniciativa.
El nuevo método de control regirá en 2011.
Si bien el proyecto de la Subsecretaría de Pesca de la Nación para implementar controles abordo mediante cámaras de video esta en una etapa embrionaria, en el sector ya estudian su impacto.
La iniciativa, como otras tantas, genera adhesiones y rechazos. A manera de muestra, Pescare.com.ar recogió las opiniones de un referente empresario y otro gremial. Aquí el resultado.

Estamos analizando la disposición que salió, pero yo creo que es bueno implementar las cámaras abordo. Toda idea que aplique tecnología para mejorar los controles existentes es buena. Como todo, lo importante es ver cómo se implementa, pero la iniciativa no es mala, no hay ninguna duda.
Sin embargo, queremos ver cómo va a ser la seguridad que esto va a dar, cómo se va a recoger la información. Lo más importante, creo, es que lo va a pasar detrás de la cámara, más que lo que ocurra delante. Me refiero al proceso de recolección de las imágenes, los tiempos para obtener resultados y el análisis en lo que podría ser una sala de control, esto no lo sé.
En la cámara teníamos previsto una reunión para analizar en profundidad la disposición (206/10, que reglamenta el uso de las cámaras); pero finalmente la postergamos para el próximo lunes. Después de esa reunión vamos a tener una posición más definida y clara.

Los capitanes observamos que se sigue recurriendo a más sistemas de controles por un solo motivo y es que todos los utilizados a la fecha no han dado el resultado esperado. Es sabido que la Subsecretaría de Pesca ha apostado fuerte a las cámaras y si la eficacia es tal, nos hace pensar en lo innecesario de que continúen los sistemas existentes.
Estimamos que las cámaras pasarán a integrar la larga lista de sistemas que no dieron suficientes resultados. Seguramente generarán expectativas que no se alcanzarán. Nos encontramos ante un nuevo acuerdo de inversión de fondos que beneficiarán, seguro, a quienes obtengan los pliegos; pero al recurso, quién sabe.
Definitivamente los capitanes de pesca no estuvimos trece días parados en vano. Hemos demostrado claramente que los trabajadores utilizaremos todos los selectivos que se determinen y que pretendimos cambiar la historia y que simplemente somos un eslabón más dentro de un sistema perverso.
No se necesitan cámaras para determinar que la pesca es irregular. Si el Ministerio de Trabajo controla los recibos de sueldo, si los inspectores de AFIP cruzaran la Avenida. Martínez de Hoz y si la Subsecretaría de Pesca comparara todos estos datos, fácilmente corroborarían que la facturación no se corresponde a las toneladas de exportación y, así, podrían detectar que la depredación real no está en el mar. De esta manera, tal vez, las video-cámaras que se instalarán para “vigilar a los trabajadores” las instalarían en lugares más efectivos. Definitivamente en la pesca hay actores que deben ser más vigilados que los trabajadores del mar.
Las líneas generales del proyecto
Cómo operará el sistema de control mediante cámaras
Con la creación del Sistema Integrado de Control mediante imágenes, la Subsecretaría de Pesca de la Nación delineó el funcionamiento que tendrá el sistema. Los detalles.
La inminente y progresiva incorporación de cámaras de video a la flota pesquera obliga a conocer algunos detalles sobre cómo operará el sistema, uno más en la cadena de control que, vale aclararlo, no anulará otros.
Las líneas generales del proyecto están contenidas en la Disposición 206/2010, donde además se crea el registro de empresas que proveerán el servicio a los armadores.
A continuación describimos las claves de la nueva normativa elaborada desde la Subsecretaría de Pesca de la Nación:
Plazos: En un período de setenta días corridos, a partir de hoy, todo buque pesquero con permiso de pesca vigente, deberá contar con equipos de filmación incorporados, a excepción de la flota artesanal. En este sentido, se invita a las provincias a sumarse a la iniciativa. El costo correrá por cuenta del armador.
Tecnología: El sistema estará compuesto por un gabinete estanco que contendrá las cámaras de grabación, mientras que el registro/almacenamiento de información se hace sobre un equipo terminal portátil de mano. El gabinete será instalado con todas las seguridades del caso y con características de inviolabilidad (asimilable a una “caja negra”).
Programa: La Subsecretaría de Pesca le brindará a las empresas prestadoras del servicio el software de aplicación para la registración de datos. Antes de cada zarpada, estas firmas verificarán el funcionamiento y el estado de las memorias de almacenamiento.
Grabación: Se dispondrá de una o más cámaras (según lo necesario para cubrir las zonas de la cubierta). La grabación comenzará en forma automática desde el momento en que se baje la red hasta que se indique la detención.
El capitán: El Capitán y/o Patrón del buque, en base al software de carga para cada lance o maniobra de pesca, registrará en la memoria interna del equipo los siguientes datos:
• Descripción del buque
• Arte de pesca utilizado.
• Fecha - hora inicial / final de cada lance.
• Posición geográfica de inicio y final del lance
• Especies capturadas.
• Kilos para cada especie.
• Temperatura del agua.
Regreso a puerto: Personal de la Subsecretaría de Pesca, con la asistencia técnica que el armador establezca, retirará las memorias internas y las guardará en un sobre, asentando:
• Identificación del buque.
• Fecha de retiro.
• Número de series de las memorias (disco video y flash SD).
• Firmas del representante del armador y el personal técnico interviniente.
• Número de remito que se le entrega al armador con esta información.
Responsabilidad del armador: Los armadores serán responsables por el funcionamiento regular y constante de los equipos. La interrupción de la grabación en dos o más lances consecutivos los hará pasibles de sanciones. El corte de la grabación generará la obligación de volver a puerto.
Penalidades: Toda acción imputable al armador por la que se impida parcial o totalmente el registro de las operaciones o que, de cualquier manera, conlleve a obtener una imagen deficiente, generará, además de las sanciones que correspondan, una suspensión del despacho a la pesca por un período no menor a quince días, aunque no superior a treinta.
Las cámaras abordo serán obligatorias para la flota de altura a partir del 1º de enero
La Subsecretaría de Pesca de la Nación habilitó el registro de empresas que podrán prestar el servicio. Los costos estarán a cargo del armador. Si es necesario, el Estado habilitará líneas de crédito.
Las cámaras de video comenzarán a integrarse a la flota pesquera de altura en los próximos meses como una forma de intensificar los controles sobre redes, descartes, capturas y demás variables.
“El uso del sistema entra en vigencia de manera obligatoria a partir del 1º de enero; va a ser por flota y dará inicio con las embarcaciones de altura”, informaron desde la Subsecretaría de Pesca de la Nación.
Mediante un comunicado, las autoridades apuntaron que ayer fue firmada la Disposición 206/2010 (será publicada el viernes), por la cual se habilita el registro de empresas que podrán prestar el servicio.
Los costos de instalación y abono estarán a cargo del armador; aunque en este sentido el Estado podría instrumentar líneas de créditos blandos para cubrir la erogación inicial.
“Con esta medida vamos a estar evitando algunos problemas que teníamos con respecto a la depredación y, fundamentalmente, arrojar especies al mar”, se esperanzó el subsecretario de Pesca, Norberto Yauhar.
Según se aclaró, ante el mal funcionamiento de las cámaras o que el equipo deje de funcionar la Autoridad de Aplicación actuará con el mismo esquema que usa en el monitoreo satelital; es decir, el barco deberá regresar a puerto hasta solucionar el inconveniente.
“El sistema va a permitir también el análisis de las artes de pesca, el uso de la selectividad, el tipo de captura, si viene con fauna acompañante y de qué tipo se trata y las medidas de las distintas especies que se están pescando, lo cual nos va a dar un parámetro más importante de la situación”, agregó el funcionario.
Además, las cámaras cuentan con sensores en las redes, lo que permitirá conocer tanto la temperatura del agua, como otros datos sobre la cubierta.
En términos prácticos, ya se realizaron algunas pruebas pilotos desde puertos patagónicos y con barcos de la flota costera. Pero la nueva era de los “ojos digitales”, al parecer, se verá en toda su dimensión a partir del próximo año.

Even though the project proposed by the Fishing Subsecretary is in an embryonic stage, its future consequences are being studied. This new method, which consists of installing on board cameras to record what has been captured by fishing vessels, is accepted by some but rejected by others. To show the two main positions, the magazine Pescare.com ar, gathered the opinions of a fishing businessman and a union’s secretary.

- We are analyzing this disposition, I think this new method is positive. Every idea that implies using modern technologies to improve former controls is good. Undoubtedly, the idea is not bad; however, it is important to see how it will be implemented. Mainly, we would like to know how the information will be gathered, especially its safety. I am concerned with what will happen behind the cameras, I mean the process to collect the images, the necessary time to obtain results and an analysis of a possible room’s control. Our organization had appointed a meeting to deal with the topic, but it had to be postponed. I think we will have a clearer view after the meeting.

- We have observed that the reason why more controls are implemented is the fact that none have been successful yet. The Fishing Subsecretary strongly believes these cameras will work, if they are as effective as this organism claims, it will not be necessary to continue having existing controls.
We think the cameras will be part of the long list of methods that have not worked. We are sure they generate expectations that will not be reached. In addition, this project will benefit those companies that install and monitor the devices, but not the fishing resource.
Definitely, the captains have not been thirteen days on strike with no reason. We have clearly shown that we will use all the devices the legislation enforces; even though we have tried to make a change, we are simply one link within a perverse system.
Cameras are not necessary to determine that fishing is irregular in our country. This could be easily proved if the Employment Ministry checked salaries’ receipts and if inspectors checked sales. If both figures are compared, it will be observed that they do not coincide. This means that the true predation is no in the sea. Maybe the cameras should be put in a different place to control other people instead of workers.
General guidelines
How this system will operate
The Fishing Subsecretary outlined how this control method will work. The details:
The imminent incorporation of on board cameras to the fishing fleet makes it necessary to know some operational guidelines. It is worth noting that this system will not exclude others. The details of the system are specified in the Resolution 206/2010, where all companies providing the service will have to register.
The new regulation’s clues are described as follows:
Time limit: every fishing vessel with a valid fishing license will have to incorporate this system in a period of seventy days, counting them from today onwards. This is not compulsory for the handcrafted fleet. Ship’s owners will have to pay for this device. All the provinces are invited to join to this initiative.
Technology: this system will consist of a cabinet which contains the recording cameras, while the information will be stored in a portable equipment. The cabinet will be installed with all the necessary safety measures to achieve inviolability, it will resemble a “black box”.
Software: The Fishing Subsecretary will provide the necessary software to the companies offering the service. Before a fishing ship departs, these companies will check that the cameras work properly. They will also check the condition of the storage memory.
Recording : there will be one or more cameras available, depending on the size of each vessel’s deck. The recording will start automatically from the moment the fishing nets are dropped into the sea until it is ordered to stop.
The Captain: the ship’s captain will have to register , according to the software for each fishing system, the following information in the equipment’s memory:
*Vessel’s description
*Fishing system
*Date-starting / final time of each fishing operation
*Geographical position of each fishing operation’s beginning and end.
*Captured species.
*Amount (kilograms) of each captured species.
*Water temperature
Return to Port: staff from the Fishing Subsecretary, together with the technical aid determined by ships’ owners, will retire the internal memories and will store them in an envelope, specifying:
*Vessel’s identification.
*Date of withdrawal
*Memories’ numbers.
*Signatures of all staff involved
*Number of the receipt that will be handed in to ship’s owners containing al the
previous information.
Responsibility of vessel’s owners: these will be responsible for the equipment’s regular and permanent functioning. If the recording is interrupted in two or more consecutive fishing operations , owners will be sanctioned.. Once the recording stops, vessels are obliged to return to port.
Penalties: every action attributed to the owner which prevents total or partial recording, or that leads to obtain poor images, will cause appropriate sanctions. Besides, the permission for fishing activities will be suspended for a period of between fifteen and thirty days.
ON BOARD CAMERAS FOR HIGH SEAS VESSELS WILL BE COMPULSORY FROM JANUARY 1ST.
The National Fishing Subsecretary has enabled the registration of companies that will be able to offer the service. Ships’ owners will have to pay for this service. If necessary, the State will provide financial aid.
In a few months recording cameras will be used by high seas vessels to increase controls over catch, disposal and other variables. ” This system will be in force from January 1st, informed the Fishing Subsecretary.
The authorities stated that the Disposition 206/2010 was passed, by which companies are enabled to provide the service. Even though ship’s owners will have to pay for the equipment, the State will offer financial support to cover the initial expenditure.
“This measure will help to avoid certain problems we had related to predation and disposal “stated the Fishing Subsecretary, Norberto Yahuar. He added that if the cameras stop working, authorities will proceed in the same way they do with satellite monitoring, that means that ships will have to go back to port until they can solve difficulties.
“This system will also contribute to an analysis of fishing skills, the use of sorting devices, the type of catch, bycatch and the sizes of different species; which will give us a wider perspective of the situation.” explained Yahuar. Besides, the cameras will have sensors in the nets to know the temperature of the water as well as other relevant pieces of information about the deck. A few pilot tests have been carried out in the Patagonia; however the new era of digital eyes will be fully seen next year.
